[Update] Important information for passengers travelling to Hong Kong and 2022 Q3 traffic highlights

In response to COVID-19, the Hong Kong SAR Government has further relaxed the health related immigration requirements for passengers who are travelling to Hong Kong.

Recent changes in entry/transit restrictions effective from 1 June 2022

From 1 June 2022:

  • Travellers from overseas places or Taiwan China who are ending their journey in Hong Kong are no longer required to show the documentary proof of laboratory ISO 15189 accreditation or recognition by the relevant authority of the government of the place of the laboratory or the healthcare institution.
  • Children aged below three years are now also exempt from needing a pre-departure COVID-19 test.
  • Travellers in transit at Hong Kong International Airport no longer need to provide proof of a 48-hour pre-departure PCR test nor the laboratory ISO15189 accreditation documentation.  This means that there are no longer any additional requirements to transit at HKIA.  Travellers must continue to ensure they meet the Hong Kong Airport Authority’s transit requirements as well as those of their final destination.
  • Travellers who were infected with COVID-19 - 14 to 90 days prior to boarding for Hong Kong and have recovered, can now enter Hong Kong on providing a negative result of a RAT test conducted with 24 hours before the direct flight to Hong Kong. Other documentary proof is also required.
     

Summary of the pre-departure requirements for entering Hong Kong



All places outside Chinese Mainland, Taiwan China or Macao SAR

Negative PCR Test Report by a laboratory or health care institution, with the sample collected within 48 hours before the scheduled time of departure of the flight to Hong Kong.

Note: Passengers who have recovered from COVID-19 will be exceptionally allowed to board a flight for Hong Kong without a negative PCR test report if they fulfil the requirements specified in the below test report section and must have 14 nights  quarantine period at a designated quarantine hotel

Designated Quarantine Hotel booking confirmation for required number of nights:

  • Passengers intending to participate in the HKSAR government’s early discharge program: 7 nights (starting from the day of arrival in Hong Kong) 
  • Passengers intending to complete the full quarantine period at a designated quarantine hotel: 14 nights (starting from the day of arrival in Hong Hong)

Note: For passengers who hold a recognised vaccination record of only one dose of recognised COVID-19 vaccine, they are exceptionally allowed to enter Hong Kong, are not entitled to option for early discharge program and must have 14 nights quarantine period at a designated quarantine hotel.  Details please refer to below vaccine requirements.  

 

From Taiwan China

Note: Passengers who have recovered from COVID-19 will be exceptionally allowed to board a flight for Hong Kong without a negative PCR test report if they fulfil the requirements specified in the below test report section.

Designated Quarantine Hotel booking confirmation for no less than 14 nights Designated Quarantine Hotel booking confirmation for the required number of nights:
  • Passengers intending to participate in the HKSAR government’s early discharge program:  7 nights (starting from the day of arrival in Hong Kong)

From Mainland China (except Guangdong) and Macao SAR

Passengers travelling from anywhere in the Chinese Mainland (with the exception of the Guangdong province)  are required to present a Negative PCR Test Report for COVID-19 with specimen collected on the day or within three days prior to the scheduled day of arrival. And have a separate document (in English or Chinese) or with a screenshot to prove that the test result was issued by a testing organisation recognised by:

For Hong Kong residents who have reserved a Return2HK quota, they will be exempted from the compulsory quarantine requirement when returning to Hong Kong from the Chinese Mainland and Macao. For more details of the requirement, please visit the Return2HK Scheme website.

Specifications of required entry documents

1.  Test report


A test report issued by a laboratory or healthcare institution that contains the passenger’s name to show that:

  • They have undertaken a Polymerase Chain Reaction (PCR) based nucleic acid test for COVID-19
  • The sample for the PCR test was taken within 48 hours of the scheduled time of departure of the flight to Hong Kong; and
  • The result of the PCR test for COVID-19 was negative

All test reports must be written in either English or Chinese and can be presented in paper or electronic format.

If the test report above is not in English or Chinese or does not contain all the required information, it is acceptable to present a written confirmation, in English or Chinese, issued by the laboratory or healthcare institution that contains the following information:

  • The name of the passenger matching with the travel document; 
  • They underwent a Polymerase Chain Reaction (PCR) based nucleic acid test for COVID-19, 
  • The sample for the PCR test was taken within 48 hours before the scheduled time of departure of the flight to Hong Kong; and
  • The result of the PCR test for COVID-19 was negative

This written confirmation must be presented with the test report.

For passengers travelling from Canada

  • A test report issued via the Ontario Health System does not meet the Hong Kong entry requirements and will not be accepted

For passengers travelling from the United Kingdom

  • The NHS (National Health Service) test report does not meet the Hong Kong entry requirements and will not be accepted

For passengers who have recovered from COVID-19

Passengers who have recovered from COVID-19 will be exceptionally allowed to board a flight for Hong Kong without a negative PCR test report if they hold the following documentary proof:

  1. A certificate issued by a medical practitioner or a recovery record issued by relevant authorities in Chinese or English, showing that the passenger was infected with COVID-19 14 to 90 days prior to boarding for Hong Kong and has recovered (the personal information contained on the documentary must match that of the passenger);
  2. A test report in Chinese or English issued by a laboratory or healthcare institution bearing the name of the passenger matching that in his or her valid travel document to show that:
    • The passenger underwent a test for COVID-19, the sample for which was taken within 24 hours before the scheduled time of departure of the specified aircraft;
    • the test conducted on the sample was a RAT for COVID-19;
    • the passenger tested negative for COVID-19; and
  3. If the relevant test report is not in Chinese or English or does not contain all of the above information, a written confirmation in Chinese or English issued by the laboratory or healthcare institution bearing the name of the passenger matching that in his or her valid travel document and setting out all of the above information. The said written confirmation should be presented together with the test report. 

 

2. Vaccination requirements

 

To be considered fully vaccinated, passengers must have received the full vaccine (as stipulated in the guidelines of a COVID-19 vaccination course) 14 days prior to the flight’s scheduled time of departure to Hong Kong. The 14 days are counted from the day after receiving the last dose of the recommended course. For example, if the last dose was administered on 1 May, the 14th day would be on 15 May.  This means a fully vaccinated passenger would be eligible for boarding on any flight with a departure date of 15 May or later.

 

Note:

 

Overseas places

  • Passengers aged 12 to 17 who hold a recognised vaccination record of only one dose of Comirnaty vaccine (administered at least 14 days ago), are allowed to enter Hong Kong if the requirements above are fulfilled.
  • Accompanied children of passengers who are below the age of 12, if not vaccinated, may still enter Hong Kong if the accompanying person (aged 12 or above) fulfil the above fully vaccination requirements. If children under the age of 12 are unvaccinated and travelling unaccompanied, they will not be permitted to enter Hong Kong.
  • Please note that children aged three or above require a negative Polymerase Chain Reaction (PCR) test report to enter Hong Kong.
  • Passengers who hold a recognised vaccination record of only one dose of recognised COVID-19 vaccine, they are exceptionally allowed to enter Hong Kong, if they are holding a certificate, in English or Chinese, issued by a registered medical practitioner that they are unfit to receive the second dose of COVID-19 vaccine due to health reason after receiving the first dose of vaccine, and fulfil the requirements above.  They can only subject to compulsory quarantine for 14 nights in Designated Quarantine Hotel and cannot option for early discharge.
  • Passengers who are unfit for undergoing a COVID-19 vaccination course due to health reasons, they are exceptionally allowed to enter Hong Kong if they are holding a certificate, in English or Chinese issued by a registered medical practitioner, proving that they are unfit to receive any COVID-19 vaccine, and fulfil the requirements above.   They can only subject to compulsory quarantine for 14 nights in Designated Quarantine Hotel and cannot option for early discharge. 

Taiwan China

  • Unaccompanied children who are below the age of 12, if not vaccinated, may still enter Hong Kong, subject to compulsory quarantine for 14 nights in Designated Quarantine Hotel Please note that children aged three or above require a negative Polymerase Chain Reaction (PCR) test report to enter Hong Kong.

Passengers from overseas places must present a “recognised” vaccination record that:

  • is written in English or Chinese
  • bears the passenger’s name
  • states that they have received the required dose(s) of a COVID-19 vaccine
  • states the date(s) on which the last dose was administered
  • states the name of the vaccine administered
  • in prescribed format for some places

This can be presented in paper or an electronic format.

 

If a vaccination record is not written in English or Chinese:

  • Passengers travelling from overseas places can also provide a written confirmation / letter in English or Chinese, issued by Hong Kong, or an authority or recognized institution of a place on the “list of places of issuance of recognised vaccination records”. This document must contain all of the above information and be presented with the official vaccination record
  • Passengers travelling from Taiwan China can also provide a written confirmation / letter in English or Chinese, issued by relevant authorities or recognised institutions of the places where the vaccine was administered.  This document must contain all of the above information and be presented with the official vaccination record

To ensure all our passengers meet these requirements, we will ask them the following at check-in:

  • To complete and sign a declaration regarding your traveller’s history over the past 14 days. We will ask if they have visited or transited through any overseas places, Chinese Mainland, Taiwan China or Macao SAR. If the answer is ‘yes’, your traveller will be required to show us the documentation mentioned above.

If passengers are unable to meet these requirements, we will unfortunately not be able to accept them for travel. Please refer to our website for more information about ticket changes, should they need to postpone or cancel their journey.

2022 Q3 traffic flow highlights

As we have been and will continue to actively resume more flights to more destinations in the coming months, we are glad to share with you our latest updates on the 2022 Q3 flight traffic.

With increased demand across our network, we launched additional frequencies and resumed flights to more destinations. This provides more and better connections for our passengers and hence further strengthens our network connectivity to and from the Hong Kong aviation hub. Here are some highlights of the 2022 Q3 traffic flow:

Around 55-70 flights per week to and from our long haul network, including The Americas, Europe, Southwest Pacific, South Asia and Middle East.

Around 50 flights to and from our regional network, plus 53 flights per week from Chinese Mainland.

The Americas

There are 20 flights per week to and from five cities in The Americas in July, which goes up to 40 flights per week with seven cities in the peak in August, providing connections to passengers on our six flights per week to and from India and multiple points in Southeast Asia where we have:

  • nine flights per week to/from the Philippines;
  • five flights per week to/from each of Thailand, Indonesia and Vietnam;
  • three flights per week to/from each of Singapore and Malaysia; and
  • a weekly service to/from Cambodia.

The ramped-up schedule will provide seamless connections to our passengers from many flights from the Chinese Mainland.

Europe


We have also resumed our service to Amsterdam, Frankfurt and Paris, in addition to London and Manchester. We will fly to London daily starting from early June, which makes Hong Kong as a convenient hub connecting traffic between Southwest Pacific, China and Southeast Asia to/from The United Kingdom.

Japan
South Korea


We also have six flights per week to/from Japan and two flights per week to/from South Korea, providing connection to passengers from the Chinese Mainland, and to/from the United Kingdom and Southwest Pacific.

China


Meanwhile, Hong Kong will remain as an important hub for travellers from Chinese Mainland in view of the on-going demand and limited international capacities out of Chinese Mainland. We will continue to strengthen our network connectivity as we are mounting up the frequency and resuming service to some destinations in China. For example, we have resumed service from Zengzhou in May and will resume service from Nanjing in June.
