Hong Kong - Airport Construction Fee(ACF) -G3-

Please be advised that a ticket tax code is required for the Airport Construction Fee in Hong Kong (SAR), China. The details are as follows:

(4)   Effective date: Effective for tickets issued on/after 01 August 2016 and for travel on/after 01 August 2016.

(5)   Purpose: For the construction of the three-runway system (3RS) at Hong Kong International Airport

(6)   Amounts: 

Hong Kong International (HKG)
All Departures:

*Exception for Transit (same plane) and Transfer (under 24 hours only)

The transfer exception for economy short haul passengers does not apply for transfers from a ferry service to an air service. For ferry to air transfers the higher amount of HKD 90.00 will apply.

Long haul travel is defined for the purposes of this fee as IATA Traffic Conference Areas 1 and 2 plus Southwest Pacific and South Asian Sub-Continent sub areas in TC3.

Short haul travel is defined for the purposes of this fee as all other Asian points in IATA Traffic Conference Area 3 with the exception of Southwest Pacific and South Asian Sub-Continent

The applicable rate shall be assessed on the class of travel based on each sector departing from Hong Kong and the long/short haul destination as defined above.

(7) The tax is to be collected at point of sale and shown separately on the ticket by code G3.

(8) The basis of remittance is Operating Carrier.

(9) This Tax is: Interlineable.

(10) Exemptions:
The Airport Construction fee will NOT apply to : 

• Passengers on military, international organizations, state or charity flights,
• Passengers on unscheduled landing (diversion) due to distress emergency adverse weather and/or aircraft technical problem,
• Passenger on Technical Stop aircraft . A technical stop is defined as a stop most commonly used to refuel the aircraft, to make unexpected essential repairs or to respond to some emergency need to land the aircraft. No traffic is unloaded or loaded during a technical stop.

The Authority reserve the right to offer exemptions for categories of flights other than the ones mentioned above.

(11) Special Notes: 

Passengers traveling on freight or maintenance aircraft pay the fee based on economy class rate.

Passengers traveling on business/private jets pay the fee based on premium class rates.

Passengers traveling on a scheduled flight with only one class of service pay the fee based on the applicable class of travel.

Transit (same plane) and transfer passengers irrespective of the transfer time are NOT exempted from this fee.

There is a reduced fee for transit (same plane) and transfer (under 24 hours) to short haul destinations only (see note 6). This reduced transfer fee does not apply from ferry to air services where the higher amount will apply.

Important Note: For the purpose of ensuring the correct application of this fee by cabin class, carriers must inform their system providers of those Reservations Booking Designators (RBD)s applicable to the Premium Cabins (First and Business) and those RBDs applicable to the Economy Cabins (Premium Economy and Economy).
